TOWN OF ALTON

NOVEMBER 13, 2024
A Regular Meeting of the Township Trustees of the Town of Alton, Illinois was held on the above date in the City Council Chambers, City Hall Building, at the hour of 6:00 P.M.
The meeting was called to order by Chairman Bohart and on Call of Roll, the following members were present or absent:
PRESENT: Allen, MacAfee, Strebel, Brown, Meehan, Elliott, Gan – 7
ABSENT: – 0
Also, in attendance was Alton Township Attorney Matt Kelly.
Mrs. Brown made a motion, seconded by Mr. Meehan, that the minutes of the regular meeting of October 23, 2024 be approved. The motion passed by the following vote:
AYES: Allen, MacAfee, Strebel, Brown, Meehan, Elliott, Gan – 7
NAYS: None – 0
Chairman Bohart presented the monthly Report for October 2024, (All Funds): Town Fund in the amount of $897,890.11; General Assistance Fund in the amount of $192,386.99; Social Security Fund in the amount of $75,461.58; Illinois Municipal Retirement Fund in the amount of $86,172.09; Town Savings Fund in the amount of $202,292.34. Mr. Gan made a motion, seconded by Mrs. Brown, that the Monthly Report be approved and placed on file. The motion passed by the following vote:
AYES: Allen, MacAfee, Strebel, Brown, Meehan, Elliott, Gan – 7
NAYS: None – 0
Chairman Bohart presented the Report and Listing of Bills for Payment and Action by Board; General Assistance Fund in the amount of $9,877.62; Town Fund in the amount of $20,398.74; Security fund in the amount of $1,086.42. Mr. Gan made a motion, seconded by Mrs. Allen, that said Bill Listing be approved. The motion failed by the following vote:
AYES: Brown, Elliott, Gan – 3
NAYS: Allen, MacAfee, Strebel, Meehan – 4
Mr. Gan made a motion, seconded by Mrs. Allen to amend the said Bill List by
approving the remainder of bills aside from the Community Project under the Town Fund. The motion passed by the following vote:
AYES: Allen, MacAfee, Strebel, Brown, Meehan, Gan – 6
NAYS: Elliott – 1
Trustee Strebel wanted to be noted on the record, that he was not aware that the bills were not separated.
Chairman Bohart presented the Alton Township Report for Compliance with Decennial Committee on Local Government Efficiency Act. Mr. Gan made a motion, seconded by Mrs.Allen that the said Decennial Committee Report be sent to Madison County. The motion passed by the following vote:
AYES: Allen, MacAfee, Strebel, Brown, Meehan, Elliott, Gan – 7
NAYS: None – 0
Chairman Bohart presented two (2) Intergovernmental Agreements
WHEREAS, the Township and the City have determined that it is in the best interests of the public health, safety and welfare of the Township and its residents, and the City and its residents, that the parties enter into this Intergovernmental Agreement to provide $13,492.76 to the City, to fund a shade structure for the new pickleball courts and to purchase picnic tables for Gordon Moore Park.
WHEREAS the Township and the City have determined that it is in the best interests of the public health, safety and welfare of the Township and its residents, and the City and its residents, that the parties enter into this Intergovernmental Agreement to provide $23,885.10 to the City, to purchase picnic tables and to fund a picnic pavilion at Rock Springs Park.
Mrs. Allen made a motion, seconded by Mrs. Brown that the said Intergovernmental Agreements be approved. The motion passed by the following vote:

NAYS: None – 0
There being no further business to come before the Board of Trustees at this time, Mrs. Brown made a motion, seconded by Mr. Meehan, that the meeting adjourn. The motion passed by the following vote:
