TOWN OF ALTON
ALTON, ILLINOIS
SEPTEMBER 27, 2023
A Regular Meeting of the Township Trustees of the Town of Alton, Illinois was held on
the above date in the City Council Chambers, City Hall Building, at the hour of 6:00 P.M.
The meeting was called to order by Chairman Bohart and on Call of Roll, the following
members were present or absent:
PRESENT: Allen, MacAfee, Strebel, Brown, Meehan, Keener – 6
ABSENT: Elliott – 1
Also, in attendance was Alton Township Assessor Sheryl Beilsmith and Alton Township
Attorney Matt Kelly.
Mrs. Brown made a motion, seconded by Mr. Meehan, that the minutes of the regular
meeting of September 13, 2023 be approved. The motion passed by the following vote:
AYES: Allen, MacAfee, Strebel, Brown, Meehan, Keener – 6
NAYS: None - 0
ABSENT: Elliott – 1
Chairman Bohart presented the Report and Listing of Bills for Payment and Action by
Board; General Assistance Fund in the amount of $5,150.32; Town Fund in the amount of $22,026.73; Illinois Municipal Retirement Fund in the amount of $911.16; Social Security fund in the amount of $1,188.23. Mrs. Brown made a motion, seconded by Mrs. MacAfee, that said Bill Listing be approved. The motion passed by the following vote:
AYES: Allen, MacAfee, Strebel, Brown, Meehan, Keener – 6
NAYS: None – 0
ABSENT: Elliott – 1
Chairman Bohart presented the following resolution:
WHEREAS, Alton Township and the City of Alton have constitutional and statutory
authority to participate in intergovernmental cooperation; and,
WHEREAS, Alton Township and the City of Alton have determined that it is in the best interests of the public health, safety and welfare of the Township and its residents, and the City and its residents, that the parties enter into an Intergovernmental Agreement for Alton Township to provide to the City of Alton $368,255.00 for specific uses to be identified in the Intergovernmental Agreement,
NOW THEREFORE BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE
ALTON TOWNSHIP, that the Supervisor is hereby authorized and directed to enter into an Intergovernmental Agreement with the City of Alton in substantially the same form as attached hereto.
Mr. Keener made a motion, seconded by Mrs. Brown, that said resolution be approved.
The motion passed by the following vote:
AYES: Allen, MacAfee, Strebel, Brown, Meehan, Keener - 6
NAYS: None – 0
ABSENT: Elliott – 1
There being no further business to come before the Board of Trustees at this time, Mrs.
MacAfee made a motion, seconded by Mrs. Brown, that the meeting adjourn. The motion passed by the following vote:
AYES: Allen, MacAfee, Strebel, Brown, Meehan, Keener – 6
NAYS: None – 0
