Complimentary services for current clients

  • Birth certificates for current General Assistance clients that were born in Alton (limits apply)

  • Notary Public

  • Copies and Faxing (limited pages)

  • General assistance

  • Emergency assistance

 

In order to apply for general and emergency assistance applicants must meet all financial and non-financial eligibility requirements. This program is considered an option of last resort. Please see eligibility list and/or call for a screening. Walk-ins are discouraged, as you will need to bring several documents with you to verify your situation at the time of completing an application. The application process does take between 1-2 hours to complete.


We ONLY take applications for Alton, IL residents (62002).

General Assistance Services

General Assistance Eligibility

Eligibility

General assistance provides temporary monthly financial relief (a fixed amount) towards shelter (rent/mortgage), utilities, and/or food for individuals who meet eligibility requirements.

Eligibility Guidelines:

  • U.S. resident or legal alien

  • Must be an Alton resident for 6 months minimum

  • 18 years or older and out of high school

  • Without minor children in the home

  • Temporarily no potential means of income (little to no income)

  • Cannot be receiving ANY Social Security Benefits (retirement, disability, or survivor's benefits)

  • Applied for or receiving SNAP (food stamps) benefits in your name (need pending or approved letter document)

  • Cannot be receiving TANF

  • Must be able to work and job searching, be medically exempt from working, or if disabled, applying for social security disability benefits

  • Have lease or mortgage in your name (for shelter relief)

  • Have an occupancy permit for current address

  • Have utilities ON and in your name (for utility relief)

If you are eligible, you will be required to bring in verifying documents that apply to you and your household. You must call (618)462-0091 for pre-approval before coming into the office.

Emergency Assistance Eligibility

Emergency assistance provides a one time (once per 12 months) financial relief (a fixed amount) towards shelter (rent/mortgage) and/or utilities for families who meet eligibility requirements.

Eligibility Guidelines:

  • Must have a utility disconnect notice or an eviction notice

  • U.S. resident or legal alien

  • Must be an Alton resident for 6 months minimum

  • 18 years or older and out of high school

  • With minor children in the home

  • Temporarily no potential means of income (little to no income)

  • Cannot be receiving ANY Social Security Benefits (retirement, disability, or survivor's benefits)
