TOWN OF ALTON

A Regular Meeting of the Township Trustees of the Town of Alton, Illinois was held on
the above date in the City Council Chambers, City Hall Building, at the hour of 6:00 P.M.
The meeting was called to order by Chairman Bohart and on Call of Roll, the following
members were present or absent:
PRESENT: MacAfee, Strebel, Brown, Meehan, Gan – 5
ABSENT: Allen, Elliott – 2
Also, in attendance was Alton Township Assessor, Sheryl Beilsmith.
Mrs. Brown made a motion, seconded by Mr. Meehan, that the minutes of the regular
meeting of March 14, 2024 be approved. The motion passed by the following vote:
AYES: MacAfee, Strebel, Brown, Meehan, Gan – 5
NAYS: None – 0
ABSENT: Allen, Elliott – 2
Chairman Bohart presented the Report and Listing of Bills for Payment and Action by
Board; General Assistance Fund in the amount of $3,655.79; Town Fund in the amount of $19,243.66; Illinois Municipal Retirement Fund in the amount of $1,275.88; Social Security fund in the amount of $1,114.78. Mrs. MacAfee made a motion, seconded by Mr. Meehan, that said Bill Listing be approved. The motion passed by the following vote:
AYES: MacAfee, Strebel, Brown, Meehan, Gan – 5
NAYS: None – 0
ABSENT: Allen, Elliott – 2
Chairman Bohart presented the following Ordinance:
AN ORDINANCE TO ALLOW FOR REMOTE PARTICIPATION IN ALTON
TOWNSHIP MEETINGS
WHEREAS, Alton Township has statutory authority to adopt rules to allow attendance
at public meetings by a means other than physical presence, 5 ILCS 120/7; and
WHEREAS, Alton Township must adopt such rules before allowing attendance by
means other than physical presence; and
WHEREAS, Alton Township deems it appropriate to establish such rules,
NOW, THEREFORE, BE IT ORDAINED BY ALTON TOWNSHIP AS
FOLLOWS:
SECTION ONE
A member of the Board of Trustees and/or the Township Supervisor, hereinafter member, may attend a public meeting by a means other than physical presence, hereinafter remotely, if a quorum of the Board of Trustees is physically present throughout the meeting in question and a majority of said Board votes to approve the remote participation at the meeting, subject to the following conditions:
A. The member must notify the Township Clerk at least 24 hours prior to the meeting in question, unless impractical, so that necessary communication equipment can be arranged. Inability of the Township to make the necessary technical arrangements will result in a denial of the request for remote participation; and
B. The member participating remotely and all members of the Board of Trustees must be able to communicate effectively. Members of the public in attendance at said meeting must also be able to hear all communications with the member appearing remotely; and
C. The member must assert one of the following four reasons as to why they are unable to physically attend the meeting in person:
The member cannot attend because of personal illness or disability; or
The member cannot attend because of employment purposes or the business of Alton Township; or
The member cannot attend because of a family emergency; or
The member cannot attend as a result of unexpected child care obligations.
D. Upon receipt of a request to attend a public meeting of Alton Township, the Township Clerk shall inform the Board of Trustees of the request in the most practical manner.
SECTION TWO
After a roll call establishing that a quorum is physically present, the presiding officer
shall call for a motion that a member may be permitted to attend the meeting remotely after specifying the reason entitling the absent member to attend remotely. The motion must be approved by a vote of a simple majority of the Board members physically present at the meeting.
SECTION THREE
Minutes of all Township public meetings, wherein remote attendance has been allowed, shall reflect in writing whether each member was present physically or remotely.
SECTION FOUR
When properly permitted to participate remotely, members have the same rights as in-
person participants, including the right to comment, the right to vote and the right to be counted on all matters pending before Alton Township.
SECTION FIVE
This ordinance is applicable to all meetings of Alton Township which are subject to the
Open Meetings Act, including all meetings of any Township committees and other Township public bodies.
SECTION SIX
All ordinances or parts of other ordinances in conflict herewith shall be and hereby are
repealed to the extent of any such conflict, provided that nothing herein shall in any way excuse or prevent prosecution of any previous or existing violation of any ordinance or part of any ordinance repealed or superseded hereby. Nothing in this Ordinance shall be construed to affect any suit or proceeding now pending in any court, any rights acquired, any liability incurred, any cause of action acquired or existing by reason of this Ordinance or any part thereof repealed by this Ordinance. No accrued legal right or remedy of any kind or character shall be lost, impaired or affected by this Ordinance.
Mrs. Brown made a motion, seconded by Mr. Meehan, that said ordinance be approved.
The motion passed by the following vote:

ABSENT: Allen, Elliott – 2
There being no further business to come before the Board of Trustees at this time, Mr.
Meehan made a motion, seconded by Mrs. Brown that the meeting adjourn. The motion passed by the following vote:
